Looking to get a Hauppauge HD PVR.

It needs a 2GHz dual core processor.

My laptop has a 2.1GHz single core processor (AMD Sempron M120).

Now bear with me, I'm about as good with this kind of thing as Joey was not being an offensive spam-whore.

I take it my laptop won't be able to support this thing?

Blokey, the HDPVR needs either a dual core CPU or a GPU which supports hardware h.264 encoding. Guessing on the age of your lappy based on your cpu, I'd say you have neither.

there is no upgrading that, it's too old. any modern mobo will need ddr3 ram and a new proc. The hard drive is usable but I wouldn't recommend it.

You can build a pretty cheap computer with the amd phenom2 x4 965 as your starting point. pick up a mid range mobo, something like a 970 series, 4gb of ddr3 ram, a cheap sata3 hard drive, your existing video card and case, and possibly your existing power supply.

There's a new generation of intel processors coming out in a couple of days, so current ones will drop in price a little.

With that said, the HD 4000 graphics built into the current ones equates to a Radeon 5550 in terms of performance. Good for low end gaming.

It would still be much better to get a AMD CPU what has a GPU. AMD built in graphics are much better than the HD 4000 and going AMD will save you money.
